On 17 March 2022 the House Ways and Means Committee Subcommittee on Oversight held a hearing on the IRS with IRS Commissioner Rettig testifying. The Hearing can be seen on YouTube:
In the hearing (at 50:17) Representative Plaskett of the US Virgin Islands raised the issue of residence based taxation as it applies to residents of US territories. It is quite interesting to note that residents of US territories are treated much better than other US citizens residing outside of the US.
